TESTING FORUM: Wouldn't it be nice to have a way of measuring the impact of online 'engagement' activities in civic participation? A sort of ROI analysis whereby 'return' would be measured by levels of concern with, and action on social issues.

What does levels of concern mean? It reminds me a little of the US war on terror threat level alerts!
